Menu editing fixes

[Windows version -- internal release only.]

Can insert, delete, reorganize and change items without crashes

Accelerator keys continue to work after all changes.

Entering the '-' character creates a menu separator For some reason, only the minus key works. Don't know why.

Table display.

All open tables update properly when values are created, deleted, or modified.

Editing a name or value in a table updates other other open tables.

Table pasting.

Pasting into a table now creates a new item of the appropriate type.

Frontier4.x functionality is restored when the clipboard isn't another table item.
