Dave, wouldn't this be a good idea to do for any document that contains these tags? That way people who aren't starting from scratch don't have to go to each page and manually pull out the content.

PageMill saves quotes like that because that is the standard way of encoding quotation marks in html. If Clay basket doesn't convert them back, then it needs to.
