The question of whether it's terrorism or not depends on the motives of the perpetrator. 

If their purpose is to manipulate the emotions of the survivors to be fearful, and to use that to influence political, economic or war choices, then it's terrorism. 

Doesn't matter who's doing it. 

If they had some other purpose it's not terror.
