OPML an XML-based format that allows exchange of outline-structured information between applications running on different operating systems and environments.

In the summer of 2005 I released an open source OPML Editor, for Windows and Mac OS.

The OPML spec has a liberal copyright, adapted from the copyright of the IETF, which has stood up well over time.
My OPML Validator came online in October 2005.
Implementations 
11/25/2000: The first apps to support OPML are UserLand's Manila content management system, and the Radio UserLand outliner.
12/28/2000: Josh Allen has an XSLT processor for OPML.
9/16/2001: Scripting News is available in OPML.
